What was the Special Effects Department at Toho Studios that created Godzilla?

Toho’s Special Effects Department has produced numerous tokusatsu films, most notably “Godzilla.” Its history dates back to January 1937.

Following the merger of Photo Chemical Laboratory (PCL), JO Studio, and Toho Film, a Special Effects Department—centered around Eiji Tsuburaya—was established at the request of Toho’s Iwao Mori. This marked the birth of Japan’s first special effects department.

Eiji Tsuburaya won the inaugural Japan Society of Cinematographers Award for Special Effects for the film “Burning Sky” (September 1940), which followed “Navy Dive-Bomber Squadron” (May 1940). This achievement powerfully demonstrated the establishment of a special effects department within the Japanese film industry. During this period, the Special Effects Department participated in the production of numerous state-sponsored films, such as “Colonel Kato’s Falcon Squadron” (May 1942), “The War at Sea from Hawaii to Malaya” (December 1942), and “Torpedo Squadron Move Out” (1944). Consequently, in 1948—following the end of the war—the Special Effects Department was disbanded by the GHQ. Iwao Mori was designated for a purge from public office and left the company, and Eiji Tsuburaya also subsequently resigned.

Once he became a freelancer, Eiji Tsuburaya began taking on work—such as creating trailers and title sequences—based out of the film processing department at the Toho Studio. That room would later become the stronghold where numerous special effects films were born. In 1952, Toho appointed Iwao Mori—whose ban from public office had been lifted—as Head of Production, and Tsuburaya also returned to the company.

Shortly after his return, Tsuburaya worked on “Eagle of the Pacific” in 1953, followed by “Godzilla” in 1954. For “Godzilla,” he adopted the “pictorial sketch” method, paving the way for the establishment of a new production system.

On November 3, 1954, “Godzilla”—Japan’s first special-effects monster movie—was released and became a massive hit, winning the Japanese Film Technology Award.

In April 1956, “Godzilla” was released in the United States and became a huge hit.

Having garnered nationwide attention—including from U.S. production companies—the project has drawn numerous calls for a follow-up.

Then, in order to strengthen the special effects division—which generated foreign currency—a Special Effects Section was established within the Production Department, effective November 15 of that same year.

Among the technicians who supported Special Effects Director Tsuburaya’s work, the only ones who were actual Toho employees were the staff from the optical compositing department, the lighting crew, and a portion of the large-scale prop technicians. The specialists in cinematography, special art design, and modeling were experts recruited from various fields specifically for the production of “Godzilla.” The remaining staff consisted of part-time workers, including students. They were paid on a daily basis, with the standard rate ranging from 270 to 350 yen per day.

Then came the 1950s—a golden age that saw a spectacular blossoming of special effects films.

As movies shifted to color and screen formats evolved from the standard size to wide-screen and CinemaScope, the Special Technology Division was compelled to diversify in response to these changes.

A “Special Effects Center” was newly established, consolidating all departments specializing in special effects into a single facility housed in a fully earthquake-resistant, two-story building. Early operations relied on optical compositing machines and spatial image compositors (such as the “Versatile Process”). In later years, the introduction of a three-head, multi-purpose Oxberry optical printer—imported from the United States—enabled the creation of new types of visual imagery.

An increasing number of part-time staff members possessed highly developed skills and came to play a central role in operations and production. While key staff members held exclusive contracts, part-time personnel were hired under skill-based contracts—lasting one year, six months, or three months—depending on their experience. These skilled contract workers were subsequently promoted to full-time positions at Toho.

When Toho’s Kinuta Studio resumed independent production in 1950, the staff working on daily or monthly wages numbered 250—accounting for approximately half of the 563-strong workforce—and they were indispensable across every department.

Meanwhile, the Special Effects Department was established within the Production Department. The newly created department was initially led by its first manager, Tamotsu Inagaki; Masami Sueyasu assumed the role of second manager on March 1, 1959. According to a document regarding the Special Effects Department issued by Sueyasu in July 1960 (with similar documents issued in April 1962 and April 1965), the organizational structure was as shown on the following page.

P 31

In summary, the total workforce consists of 73 individuals: 13 regular employees, 4 contract employees, 8 on one-year skills-based contracts, 11 on six-month contracts, 15 on three-month contracts, 2 on exclusive contracts, 12 on exclusive contracts, and 8 temporary staff (figures as of July 1960).

As shown in this organizational chart, at the time Tsuburaya Tokusatsu was the leader in special cinematography and special effects in Japan, but the driving force behind Tsuburaya Tokusatsu was young men who had joined the company part-time and experts from other industries. Director Tsuburaya taught special photography and developed compositing techniques, and the staff members who received his guidance became indispensable personnel for Toho special effects.

At the same time, the special effects art department was gradually establishing its organizational structure. Many of its members were art school graduates, including set designers and skilled sculptors who crafted the “kaiju” (monsters). The young artists working on the sets learned their craft under the guidance and rigorous training of their seniors—and occasionally through gentle pointers from Director Tsuburaya—eventually developing into top-tier technicians.

The Special Technology Department was incredibly busy, often requiring staff to work late into the night—or even stay overnight—so they frequently lodged near the Kinuta Studios while continuing their work. They regularly stayed at places such as Yayoi-so, a local kindergarten, and the Toho dormitory. Despite the long hours of overtime, the staff gave their all to both work and play, constantly challenging themselves to create something new.

This was truly the golden age of Toho tokusatsu, a time when a great number of magnificent works were released.

The Special Effects Department had long boasted a glorious legacy, but on January 25, 1970, Eiji Tsuburaya—the great “King of Special Effects”—passed away. Shortly thereafter, on March 1, the department was finally abolished.

The “Godzilla Doyukai” (Godzilla Alumni Association) continues its activities with the aim of preserving for future generations the skills of the pioneers who—alongside Director Tsuburaya—toiled, struggled, and sweated to cement the status of Toho’s special effects as world-class, as well as the techniques of the few remaining active veterans.

This year marks the 13th gathering of the “Godzilla Doyukai” since its formation in 1997.

In this book, staff members who served in the Special Effects Department between 1954 and 1970 speak about Toho’s special effects in their own words.
