緊急災害対策本部は、1995年の阪神・淡路 大震災で非常災害対策本部の設置に時間がか かったことなどの教訓から設置されることとなった。東日本大震災が史上初の設置となる。また、福島第一原発の電源喪失事故も同時に発生したため、原子力災害対策本部も設置され た。これも史上初のことだった。

The Emergency Disaster Countermeasures Headquarters was established based on the lessons learned from the fact that it took a long time to set up the Emergency Disaster Countermeasures Headquarters due to the Great Hanshin-Awaji Earthquake in 1995. The Great East Japan Earthquake will be the first installation in history. At the same time, the Fukushima Daiichi Nuclear Power Plant lost power accident, so the Nuclear Emergency Response Headquarters was established. This was also the first time in history.

当時は民主党政権下、総理大臣は菅直人。本 震発生から30分以内に緊急災害対策本部が設置 されている。シン・ゴジラはこの時の政府の動 きを詳細に調べ上げ、ストーリーに活かしてい るという。
