熱海近海に現れたゴジラは、駆けつけた特殊自衛隊を瞬く間に壊滅させ、観光客で賑わう熱海市街へと迫った。甚大な被害はまぬがれない状況だったが、熱海後楽園ホテルを訪れていたパシフィック製薬研究員によりゴジラは撃退され、海中に沈んだ。

なお、作戦後に到着した海上自衛隊は海に沈んだゴジラの捜索を行ったが発見できず、その後の消息は不明となっている。
